According to the Central Florida Parent Center (2009), the Individuals with Disabilities in Education Act (IDEA), is grounded in six major principles:

  1. Zero Reject,
  2. Free Appropriate Public Education (FAPE),
  3. Nondiscriminatory Identification and Evaluation,
  4. Least Restrictive Environment,
  5. Procedural Safeguards, and
