Party on the Beach

Consider the following scenario and then respond to the questions below.

In celebration of Independence Day, a large event was held near the beach in West Palm Beach, Florida, on July 4th. Late into the night, the event became rowdy and disorderly, prompting residents to call the police. When police arrived, the crowd immediately became hostile and began shooting fireworks and throwing objects at the police. In response, the police brought in beanbag guns and high-pressure hoses to subdue the crowd. The crowd was eventually dispersed, but not before Amber was shot in the eye with a beanbag, eventually leading to blindness.
Amber has brought suit against the West Palm Beach police department for negligent entrustment under § 1983.
